Data2Sustain - Call for Tenders

Data2Sustain, a European Digital Innovation Hub (EDIH) focuses on advancing digitalisation and data innovation for businesses and public bodies.

The funded consortium includes the region’s universities, research centres, innovation gateways across ten locations and all the region’s business support agencies, led by a one-stop-shop Data2Sustain Director and Digital Leadership Group. www.data2sustain.ie With numerous services available, Data2Sustain helps advance businesses digital competitiveness and solutions with data-driven innovation projects, sector-relevant consultancy and pilots, business model development, ecosystem funding access, and skills and capacity building.

Data2Sustain works to combine digital and technology expertise with domain, sector, and industry specific applications across all the expertise and networks of the universities and research and innovation capacity as well as other partners, including LEO Galway. Services are available at a 100% discount to qualifying entities. In this context, LEO Galway invites you to submit a tender for consideration to join a panel of consultants to deliver services under this initiative.  

Purpose of the Programme

It is envisaged that each assignment will consist of 1-day consultancy per participating company, focused on Digital Transformation, focused on the following:

  • Establishing contact with a specified list of client companies, which will be provided by LEO Galway, to introduce the Data2Sustain initiative and to schedule an online/in-person meeting with each business.
  • Conduct an offline or guided Digital Maturity Assessment for each business through the EU EDIH Network Portal, resulting in a benchmark report and sector/market comparison. The DMA tool will provide an analysis of company scores across six dimensions: Digital Business Strategy, Digital Readiness, Human-Centric Digitalisation, Data Governance, Automation and AI, and Green Digitalisation.
  • Conduct a structured business discussion with each company and documentation of same: Identifying company priorities and signposting towards relevant services and supports across the consortium or wider.
  • Ensure each client company completes a DeMinimis declaration form. De Minimis Aid is a form of financial support provided to organisations by government authorities. Data2Sustain may offer service discounts of up to 100% to eligible organisations through De Minimis Aid, subject to a cap of €300,000 over three fiscal years per organisation.
  • Generate a final report to include a business roadmap, identification of potential interventions and services from the Data2Sustain consortium, and access to other consortium services.
  • Have availability to feedback and report to Data2Sustain programme management team as required including bi-weekly progress meetings for the duration of the assignment.

Each assignment will consist of 1-day consultancy per participating company. For each assignment consultants are obliged to submit a timesheet and a final report to the Local Enterprise Office. Please note the daily rate maximum is €900 (ex-vat) and inclusive of travel and expenses. 

Projects are to be delivered between April 2024 & July 2024. Please note assignments will be based on a best fit principle. The highest scoring candidate will not necessarily be assigned all the client businesses seeking support in this area as the LEO will consider the need of individual businesses to have work delivered in a timely manner.

Applicants should have a good understanding and experience in working in the broad Digitalisation transformation needs of SMEs and enterprises, ideally across sectors and business processes. Direct experience of developing IT strategies and exploiting data rich innovation would also be an advantage.

Awards CriteriaThe tenders will be adjudicated using the following scoring system: 

1) Qualifications, Background and Experience (40%)

2) Availability to deliver services during timeline specified (30%)

3) Price (30%)   Tenders should include responses to the 3 areas outlined above in the Awards Criteria, in addition to your tax clearance information, public liability and professional indemnity insurance details.
